Cpl. Charles Galloway, 47, was shot and the gunman fled the scene, Harris County Precinct 5 Constable Ted Heap said during a news conference.

Galloway, who served in the Precinct 5 Toll Road Division, had been a deputy for 12 years, KPRC-TV reported. He was promoted to corporal in 2020 and was also a field training officer who mentored new deputies, Heap told reporters.

Houston Police Department Chief Troy Finner said Galloway was conducting a routine traffic stop at about 12:24 a.m. CST when the gunman exited his white Toyota Avalon and began shooting at the constable, KHOU-TV reported. Finner said during the news conference that he believed an assault-type weapon was used in the shooting.

“This is senseless. It makes no sense whatsoever,” Finner said. “Message to the suspect, the best thing you can do is turn yourself in peacefully.”

Heap told reporters that there had been a rise in violent incidents in the Houston area, adding that it had to stop.

“We have got to put an end to this,” Heap said. “I don’t want to raise my family, my grandchildren, in a county where this type of crime is running rampant.”

Galloway is survived by a daughter and a sister, Heap said.

“Corporal Galloway was very much loved by the men and women he served with,” Heap told reporters. “There’s a lot of broken up officers who he meant a lot to in their lives.”
