A new Athens-Clarke County Municipal Court judge will be sworn in today: Athens-Clarke County Commissioners approved earlier this month Mayor Kelly Girtz’ appointment of Marcy Jolles. The swearing in ceremony is set for 2:30 this afternoon at the Courthouse on East Washington Street in Athens.

The Athens-Clarke County Mayor and Commission approved the appointment of Marcy Jolles as Municipal Court Judge and Administrative Hearing Officer at the Regular Session Voting Meeting on June 6, 2023. She was nominated by Mayor Kelly Girtz for a two-year appointment to begin on June 26, 2023.
Judge Jolles’ swearing-in ceremony will be held on Thursday, June 22 at 2:30 p.m. in the Municipal Court in the Athens-Clarke County Courthouse at 325 East Washington Street.
Jolles most recently served as Staff Attorney to Superior Court Judge Lawton Stephens. Her legal career has also included work as a private sector Associate at Cowsert Heath, LLP and Silver and Archibald, LLP, as well as service as Senior Assistant Solicitor in Athens-Clarke County, Senior Staff Attorney in the State Court of Athens-Clarke County, and Assistant Public Defender in the Western Circuit Public Defender Office. Jolles holds a Juris Doctor Degree from the University of Georgia and a Bachelor of Science Degree in Education, also from UGA.
“I thank Mayor Girtz and the Athens-Clarke County Commission for selecting me as Municipal Court Judge,” says Jolles. “I look forward to serving the residents of Athens-Clarke County and others who have business in the Municipal Court. Athens has been my home for the past 31 years and I am grateful for the opportunity to serve the community that has given so much to me.”
The Municipal Court of Athens-Clarke County is the busiest court in Athens-Clarke County. Each year, the court handles approximately 30,000 cases. The court has jurisdiction over Athens-Clarke County ordinance violations; state misdemeanor traffic violations, including DUI; and state misdemeanor crimes of theft by shoplifting, possession of less than an ounce of marijuana, and underage possession of alcohol. The court also handles domestic partnership filings and performs weddings.
The Municipal Court Judge also typically is appointed as the Administrative Hearing Officer. This position hears all issues under the ordinances of Athens-Clarke County that would determine the granting, denial, probating, suspending, or revoking of any license or permit granted under Athens-Clarke County ordinances or claims by residents from an administrative decision made by any Athens-Clarke County department authorized to make such decisions.
